Sana Khalid Tirmizey

Senior Associate

Sana Khalid Tirmizey is a senior associate based in our Lahore office. She routinely advises project companies and financiers on power and infrastructure projects. Before joining RIAA Barker Gillette, she was a civil servant for the Federal Government of Pakistan. Sana was also called upon to provide legal advice as deputy director of legal of Pakistan Railways on various service matters.

Experience
  • Asrit Kadam: acting as company counsel concerning the set up of a 229 MW hydropower project in Swat, including drafting the project company’s bidding documents and EPC Contract. Handling all regulatory matters of the project (including tariff and licensing matters).
  • Engro Energy, waste-to-energy project: advising the company on initiating a waste-to-management project with the Sindh Sewage Waste Management Board and Karachi-based landfills.
  • Engro Powergen Thar Limited: advising the company on EPC contract queries, including termination and related obligations, plus advising on withholding tax matters.
  • Engro Qadirpur: acting as company counsel regarding the gas depletion at the company’s power plant. Drafting all documentation on modifying the generation license and tariff petition. Representing the company before the state regulator.
  • 1994 IPP Company: advising on the way forward regarding the proposed dismantling and selling of its project assets, including the site.
  • Hub Power Company Limited: acting as legal counsel for the company regarding the structuring and drafting of facility agreements for a DSRA SBLC facility.
  • Pakistan Wind Energy Association: retainer counsel for 32 wind power projects since 2019. Regularly advising on all operational, regulatory and corporate matters. Advising the Association on steps that can be taken regarding the curtailment of wind projects and dispute settlement methods under the concession documents.
  • Petroleum: acting as counsel for international petroleum sellers. Conducting due diligence on Pakistan’s oil and gas regime regarding the proposed sale of petroleum by foreign sellers to a local oil marketing company.
  • Triconboston, 50×3 MW Wind Power Projects: acting as company counsel. Regularly advising the company on operational and corporate matters, including taxation, labour law and business-to-business ventures.
